Institutional Code of Conduct for all Stakeholders of Dimapur Government College

Introduction

Dimapur Government College was established in 1966. It offers BA and B. Com four years undergraduate programme and MA in Education.  The college consists of 71 faculty members, 23 ministerial staff and a total of 1653 students. There are nine major areas of professional codes of conduct which encompass all the stakeholders of the college.

  1. Conduct of the Principal
  2. Conduct of the Vice-Principal
  3. Conduct of the Head of the Departments (HoDs)
  4. Conduct of the Teachers
  5. Conduct of a teacher in relation to students
  6. Conduct of IQAC coordinator
  7. Conduct of the convenors of the designated Committees
  8. Conduct of the Non-Teaching Staff
  9. Conduct of the Students
  10.  

 For each of these areas, certain principles have been identified to serve as guidelines for the stakeholders’ conduct. These are preceded by the Vision and Mission of the college which provide a rationale for the principles identified.

I – Conduct of the Principal

The Principal should

  • Provide inspirational and motivational value-based academic and executive leadership to the college through policy formation and operational management for the horizontal and vertical growth of the academic programmes in the college.
  • Develop an ecosystem for the holistic development of students as well as teachers.
  • Conduct himself/herself with transparency, fairness, honesty, highest degree of ethics and decision making that is in the best interest of the college.
  •  Act as guardian of the college’s assets in managing the resources optimally, effectively and efficiently for providing a conducive working and learning environment.
  • Promote collaborative and interdisciplinary research and work culture in the college.
  • Promote and participate in extension, co-curricular and extra-curricular activities, including community service.
  • Submit all types of available leave/station leave applications to the Director, Higher Education, with a copy to the Deputy Commissioner, Dimapur, for information. In his/her absence, he/she shall entrust the Vice-Principal to be the in-charge of the college.
  • Refrain from considerations of caste, creed, religion, race, gender to hinder professional pursuit.
  • Ensure regular functioning of IQAC for proper planning of quality enhancement initiatives of the college.
  • Show concern towards environment and sustainability and ensure the participation of all stakeholders i.e. teaching, non-teaching and students in the green campus initiative.
  • Maintain decorum of the highest standards in public life.

II – Conduct of the Vice-Principal

The Vice-Principal should

  • Assist the office of the Principal for academic administration
  • Ensure proper coordination with the Principal and Heads of Department regarding examination-related University notifications. 
  • Ensure proper conduct of continuous internal evaluation (CIE) and the university end-semester examinations with support from the Students Assessment Committee (SAC).
  • Monitor the attendance of teachers and punctuality in the conduct of the regular classes.
  • Prepare a master Class Routine and an Academic Calendar for smooth conduct of academic programmes.
  • Assess overall attendance of the students and ensure compliance with University regulations.
  • Submit all type of available leave/station leave applications to the Principal.
  • Maintain decorum of the highest standards in public life.

III – Conduct of the Head of the Departments (HoDs)

  • Assist the office of the Vice-Principal for Academic administration.
  • Ensure proper coordination with the teachers regarding examination related University notifications. 
  • Ensure proper conduct of continuous internal evaluation (CIE) at the department level.
  • Monitor the attendance of the teachers and punctuality in the conduct of regular classes at the department level.
  • Prepare the department Class Routine and Academic Calendar for smooth conduct of academic programmes.
  • Ensure proper functioning of Department Club activities through the club advisors.
  • Proper coordination with IQAC coordinator for seamless flow of data for AQAR and SSR for onward submission to NAAC.
  • Submit all types of available leave/station leave applications to the Vice-Principal for onward submission to the Principal’s office.
  • Maintain decorum of the highest standards in public life.

IV – Conduct of Teachers

Teachers should:

  • Perform their duties in the form of teaching, tutorials, practical and remedial classes, mentoring, seminars and research work with full dedication.
  • Seek to make professional growth continuously through participation in training, seminars, symposia, workshops and conferences.
  • Maintain active membership of professional organisations.
  • Refrain from indulging in plagiarism and other unethical behaviour in teaching and research.
  • Abide by the latest Nagaland Higher Education Service Rules, Department of Higher Education, Government of Nagaland, for the prescribed work load.
  • Assist in admission, counselling of students as well as assisting in the conduct of examinations, including supervision, invigilation and evaluation.
  • Participate in extension, co-curricular and extra-curricular activities, including community services and maintain the social etiquette in accordance with the dignity of the profession.
  • Submit all types of available leave/station leave applications to the HoD for onward submission to the Vice-Principal, and then the Principal’s office.

·  Cooperate with the concerned authority and colleagues in and outside the institution in both extra-curricular and co-curricular activities.

·  Report to the concerned authority in an appropriate manner for all matters that are considered to be harmful to the interests of the students and the development of the college.

· Maintain decorum of the highest standards in public life.

V – Conduct of a teacher in relation to students

The teachers should

 · Always be punctual in attending to duties in the College.

 · Always teach the curriculum after making thorough preparation for the lessons to be taught.

· Treat all students with love and affection, and be just and impartial to all, irrespective of caste, creed, sex, status, religion, language and place of birth.

 · Guide students in their intellectual, emotional, moral and spiritual development;

· Take notice of the individual needs and differences among students in their socio-cultural background and adapt his/her teaching accordingly.

· Refrain from divulging confidential information about students except to those who are legitimately entitled to it.

· Refrain from inciting students against other students, teaches or administration.

· Set a standard of dress, speech and behaviour worthy of example to the students.

· Respect the basic human dignity of the students while maintain discipline in the college.

VI- Conduct of IQAC coordinator

IQAC coordinator should

  • Assist the Principal for the proper functioning of the IQAC.
  • Ensure IQAC meetings at least two times in a year, for proper planning of quality enhancement initiatives of the college.
  • Monitor implementation of quality enhancement initiatives. 
  • Coordinate with NAAC steering committee for preparation of AQAR and SSR for onward submission to NAAC.
  • Coordinate with the

  • Office of the Vice-Principal,
  • Heads of Department
  • Convenors of designated Committees
  • NAAC Steering Committee and 
  • DGCSC for seamless data flow for AQAR and SSR for onward submission to NAAC.

VII – Conduct of the convenors of the designated Committees

The convenors should

  • Ensure a proper planning and implementation of the core mandate of the committee.
  • To conduct meetings regularly as per the action plan of the Committees.
  • Prepare an annual report for submission to the IQAC coordinator for preparation of AQAR and SSR for onward submission to NAAC.
  • Maintain decorum of the highest standards in public life.

VIII – Conduct of the Non-Teaching Staff

         The Librarian should

  •  Coordinate with the departments to provide yearly book catalogues from various reputed publishers.
  •  Ensure procurement of   books and research journals recommended by respective academic departments.
  • Ensure procurement of reference books, journals from various government agencies, and newspapers/magazines as recommended by the Library Advisory Committee.
  • Ensure procurement of digital content on the advice of the Library Advisory Committee and respective departments.
  •  Take initiative to modernise the library in consultation with the Library Advisory Committee.
  • Take proper initiatives to make the library a student-friendly facility.
  • Maintain decorum of the highest standards in public life.

The Sr. Head Assistant should

  • Assist the Principal for seamless official communication with the Directorate, Higher Education, Government of Nagaland.
  • Assist the Principal for resource management.
  • Ensure better coordination with various stakeholders.
  • Ensure optimal and efficient utilisation of the   office and multitasking work force.
  • Maintain decorum of the highest standards in public life.

Office staff (UDA/LDA/Multi-tasking) should

  • Be regular and punctual in carrying out the assigned duty.
  • Cooperate with the authority in and outside the institution in both extra-curricular and co-curricular activities.
  • Maintain decorum of the highest standards in public life.

IX – Conduct of the Students

Students should

  • Strive for academic excellence
  • Adhere to self-discipline by obeying rules and regulations with respect to class attendance, college uniform, social media behaviour and continuous internal evaluation (CIE).
  • Avoid use of alcohol or any other intoxicating substances, which are strictly prohibited and attract expulsion from the college.
  • Learn at least one life skill during the entire period in the college.
  • Participate in co-curricular and extracurricular activities in the college such as NCC, NSS,   sports, literary, performing and fine arts, etc.
  • Be an active member of the department club and participate in the club activities.
  • Be committed to the clean campus drive.
  • Ensure that the college is a tobacco-free zone.
  • Be involved in social and community work.
  • Avoid any form of physical or mental harassment towards fellow students.
  • Avoid malpractices in the examination hall.
  • Maintain decorum of the highest standards in public life.
